The Industrial and Labor Relations function within an organization is responsible for developing and implementing labor policy, overseeing industrial labor relations, and negotiating collective bargaining agreements. Because these agreements can touch upon any aspect of human resources policy - wages, benefits, all workplace practices - this function collaborates with all members of the HR staff to either develop or revise these collective bargaining agreements. In addition, one of the major responsibilities is to coordinate grievance procedures used to handle complaints resulting from management disputes with employees. If an organization is not unionized, this function is responsible for managing the grievance process and all policy and practices with individuals or employee representatives.
